Constructi-on Skills Package: subcontrac-ted delivery opportunity

Leeds College of Building is inviting delivery partners to help deliver construction training in West Yorkshire. The opportunity is funded through the Construction Skills Package (CSP), part of the West Yorkshire Combined Authority's Adult Skills Fund.

About the opportunity

The CSP aims to increase construction skills capacity and grow a skilled construction workforce in West Yorkshire. The Combined Authority has asked us to use subcontracting strategically, to fill gaps in the current college-led offer rather than duplicate it.

We are looking for up to four partners to share £351,670 of funding. If the funding is shared equally, the minimum value available to each partner is £87,917.50.

What we are looking for

We want to hear from training providers who can deliver:

  • Level 2 and Level 3 construction qualifications.
  • Bespoke Targeted Employment Programmes (TEPs) linked to employers with live vacancies.
  • Provision that complements, and does not duplicate, existing college provision in the region.
  • Provision that is accessible across West Yorkshire.

Level 1 provision does not count towards CSP targets, so it cannot be funded. We would like to understand how learners can progress from Level 1 pathways onto your proposed provision.

Contract term

Delivery goes live in January 2027. The Initial Term ends on 31 July 2027, with the opportunity for the College to extend for further Extension Periods (up to twelve months each) depending on performance and the availability of funding.

Who the training is for

Provision must prioritise:

  • Adults without a full Level 2 qualification, who are unemployed or on a low wage.
  • People not in education, employment or training (NEET).
  • People under-represented in construction, including women and ethnic minorities.

Learners must live in West Yorkshire. At least 50% of learners on a TEP should progress into work.

What partners need to show

  • They can mobilise and start delivery for a January 2027 go-live.
  • Relevant awarding-body approval for qualifications.
  • Evidence of employer relationships and routes into work.
  • Sound funding compliance, data and quality assurance arrangements.

Any award is subject to the Combined Authority’s prior written approval.
